abel matutes (the owner of most of that land) has the power to do whatever he wants!!
according to diario de ibiza (saturday 15th) the matutes family confirmed that they will present their project to the city council as soon as that land in ses variades is buildable again. the reform of the law (probably approved next tuesday) will allow to build 600 apartments for 1800 persons and a port for about 300 moorings (supposedly to attract tourists with higher purchasing power  ).
as you might remember, the law (PTI: plan territorial insular) was updated long time ago so it was just a matter of time since ses variades was in the news again. yesterday abel matutes confirmed (again) that there will be a new port (remember: from in front of ali bey, the block of apartments next to coastline cafe, to in front of mambo/etc) and lots of new buildings on the empty land in the middle :!:

More Cement For The Coast.
It was revealed in the "Diario de Ibiza" this week that the new planning laws for the island, known as the "PTI", will allow 10 areas around the coast of the island become land on which promoters can build homes & apartments. The local newspaper classified this as more cement for the coast! At present these 10 sectors they talk about are rustic land on which hardly any development has taken place but this can apparently all change with the PTI. The area of the island affected in each of these 10 areas varies from 100,000m2 to 1,000,000m2. The 10 areas, where the PTI reclassifies rural, naturally beautiful & interesting coastal areas into possible areas to build on, are located around all the island. They include the cliffs & coast of Es Cubells where supposedly the Sant Josep Council has in the past granted building permits for luxury villas on land, which before the new PTI, was not classified as building land by the Consell Island Government. The PTI reclassifies the Sa Sal Rossa area, which is an area of 530,000m2 supposedly 90% inside the Ses Salinas natural park. Parts of Playa den Bossa are affected where even part of the Ses Salinas natural park becomes classified as building land because the PTI seems to consolidate into building land the Club Med & Agua park installations. These developments seemingly stretch into the Ses Salinas Natural park but the PTI also apparently reclassifies, as building land all the land behind this area reaching the airport road.
Another area affected is Ses Variades in Sant Antoni where the Matutes family supposedly want to build luxury apartment complexes & a marina needing a 5 metre high sea wall to protect it from the sea, which will certainly change the sunset in this area. Also within the 10 areas is Roca Lisa where over 4000 homes apparently could be built under the PTI near the golf course & along the coast. Present building license problems are supposedly solved by the PTI in the Es Pouet de Talamanca where apparently, the controversial Ses Torres project becomes legal & more land in this area can be built on in the future. The natural marsh area near the nautical club & Pacha disco in Ibiza Town, known as the Ses Feixes des Prat de Villa, apparently becomes building land as well but the Town Hall in Ibiza manages to preserve some of the area as natural marsh land. Finally, Benirras beach area is reclassified by the PTI & it is supposed that it is possible for 40 family homes to be built & 70 multi family dwellings to be built at one of the most natural beaches on the island.
As our readers will see, the PTI will drastically change the face of much of our coastline & naturally beautiful areas of the island. Obviously if you own land in these areas then, the PTI re-values your land & gives you the possibility of making a lot of money. Some of the local press suggested that these changes didn't benefit individuals or families, which have owned the land for centuries, as claimed by some supporters of the PTI because, it was supposed that lots of these reclassified areas are owned by companies controlled by powerful business persons connected with the PP Conservatives.
In the end it has to be realised that land in Ibiza is finite & unless we want to end up with a situation similar to the island of Hong Kong, which is 100% built on, there has to be a ban on building in lots of areas of the island. However, those affected by such a ban must be compensated by the rest of the community, which will benefit from no more building on the island by maintaining a higher standard of living, a better quality of life, sustainable protection of the natural environment &, if there is a building ban, will benefit from an increase in the value of the building which presently exists.
By the way, those living in the ala de Bou area are also going to be affected as the big development, on the only remaining undeveloped headland at the Port des Torrent beach will also be built upon under the new PTI. The old building ban on this area is now annulled by the new PTI & the huge development planned for this area can now apparently go ahead.

Matutes Family Speak To Stop Criticism Over PTI Planning Laws.
In an unprecedented move, the Matutes family, headed by the ex PP Conservative Foreign Minister of Spain, Abel Matutes & his brother, Antonio, gave a press conference to talk about the criticism they are receiving over the new planning laws for the island called the PTI. Abel apparently announced that the PTI restricted what the family could do with lots of the land they own all over the island & that over all they "lost out" because of the PTI. He announced that for sometime he had been negotiating with the Consell Island Government & had reached an agreement where by he gave 50% of the shares of a company, called Fomento de Turismo Ibicenco S.A, the Matutes own with an Italian partner to the Consell Island Government. By doing this it means the Consell can control how the 1.800.000 m2 of land the company own in Ses Salinas natural park & in the Sa Caleta area as well as in the Cova Santa region of the island are used or developed. Abel claimed that by carrying out this donation of shares, the Consell could stop these lands forever been built upon if they wanted & in this way guaranteed that these naturally beautiful areas of the island remained unspoilt for the Ibicencan people. At no time in the future would the Consell have to pay compensation for denying the owners the right to build on these lands.
Matutes went on to admit that the family had planned to build a golf course on the Cova Santa Land, which they could apparently now could do under the new PTI. However, he said that the family would suggest to the Consell that this idea was dropped & that the area was used as a recreational zone for the shooting fraternity on the island.
Later in the press conference, Matutes explained that he planned to build apartments for the growing young middle class residents in Sant Antoni on the area of land he owns called Ses Varides (the sunset strip) in the town. He said these apartments would be surrounded by open public spaces & in the centre would be a wide boulevard, larger than the Vara del Rey in Ibiza Town, leading down to the new Marina he hoped to build. Talking bout the Marina, Abel seemingly said he was going to build this because the Sant Antoni Council had asked him to & there was a severe shortage of this type of amenity in Sant Antoni.
Also in the press conference, Abel Matutes supposedly said that, after the changes to the island planning laws envisaged in the new PTI, he was going to try & go ahead with the building of a golf course in Playa den Bossa. This was planned to stretch from behind Space Disco to the Hippodrome in Sant Jordi & would act as a green belt before the start of the Ses Salinas Natural Park. However, the new proposed airport motorway passed through some of this land so the original plans for the golf course had to be re thought & presented again to the authorities.
When speaking about this donation to the PP Conservative Consell Island Government, the President of this institution, Pere Palau apparently said it should serve to stop some of the criticism of the PTI & of the Matutes family. Palau went on to claim that the agreement was totally transparent & that there was no "deal" involved whereby the Matutes family would benefit in some way by making this donation.
The opposition politicians in the Consell were more cautious. They said they wanted to read the agreement between the Consell & the Matutes family regarding this donation. In such cases, the opposition claimed it was normal for the generosity of, in this case the Matutes, to be repaid by some concession from the PP Conservative Consell & they would be studying carefully the small letters in the agreement between the Matutes family & the ruling PP Conservatives over the donation of this land.
Whilst no one can deny that this is a generous gesture by the Matutes family & that it benefits the island by increasing public control of the natural heritage of Ibiza, it does raise a question in the mind of some people.
If the Matutes family can afford to give away 50% of the rights to 1.800.000m2 of land in some of the most desirable areas of the island both in terms of natural beauty & in terms of possible future property speculation, then how much more of the island do they own of a similar type, which allows them to be so generous without seriously affecting their own patrimony?

Sant Antoni Hopes To Remodel Historic Town Centre In 3 Years.
It is hoped by the Town Council that over the next 3 winters they will be able to remodel the historic centre of the town. They are asking for Balearic Government help in improving the drainage, passing electricity & telephone cables underground, improving pavements, installing cobblestones on the roads & making some streets pedestrian only as well as installing urban furniture such as bench seats. The work will be planned to start each Autumn & finish before summer to reduce the negative affects on businesses in the area. Streets included in the plan, if it is accepted are the Sant Antoni street, Colon street, Bartolome Vicent Ramion street, Bisbe Torres street, Antoni Riquer Street, La Mar Street, De Rossello Street, Bisbe Cardona Styreet, Progres Street, Cervantes Street, Sant Mateu Street, Soletat Street & Santa Agnes Street
(so all the west end would be included  ). For the moment the Town Hall have 1400.000€ to carry out similar changes to the Ample Street in the town leading up to the church. This work is expected to start in November.
