He didn't say that...Sorry but this post is scary and problematic in so many ways.
Firstly - of course consent doesn’t necessarily have to be verbal. It’s clear if someone wants to have sex with you or not - if there’s ANY resistance, that should be taken as a no. Having to be persistent, get somebody under the influence of drugs or alcohol or wait until they’re sleeping is rape. No other way to look at it.
Secondly I fail to see how people’s concept of consent could be anything other than ‘no means no’.
Obviously if there is resistance that's a clear no, verbal no doesn't even have to come into it... Some times there can be a not a verbal no, no resistance, no inclin that the girl may not want it at all
