I think they see it as both. Competition first, spreading the love second... thus an attempt to put in some balance but (with 40% of teams in Europe) still keeping it competitive.

you keep quoting 40% like that means anything. in this case i think 40% is low considering europe prob has c.70% of the world's best team . say top 32 example as above
as for spreading the love. it's more spreading the cash. i don't need to explain their motives.

regardless, better teams from europe are missing out (even ones who've had relatively successful qualification campaigns - e.g. play-off losers and likes of sweden/croatia) in this fairness.

ultimately that can never be good on a sporting level.
 
OK then. Why don't we take the Olympics as an example.

Let's give the East African men more slots in the Olympic marathon, since we know they always do well. The people they have that don't make the team are probably better than people from some other countries that actually make it through qualifying rounds.

Could do the same for the Americans and Aussies in swimming. :lol:

If Sweden & Croatia didn't qualify, then perhaps UEFA needs to look at the qualifying system because Slovenia and Slovakia did!

ah but that's an example to support what i'm saying. the olympics still has a quality threshold in it though, in that there is an olympic qualifying time. so whilst each country can still send one per event, no matter of time achieved (for fairness/global), if additional athletes warrant being sent, then they are (up to a max of 4 per event i think).

on that basis, USA having 4 potentially sprinters in the 100m final is fair enough i reckon.

the problem with the qualifying is seeding, which has too much historical influence and not enough bias towards current ability.

as long as he keeps delivering the goods he can do what he wants. Now on the other hand, had he done this and continued to seriously under deliver, like a certain little granny shagger up the road, I think I would be a tad papa oscared ;-)
