I'm relieved that the 5am closing doesn't seem to be that strict.
I can just imagine everyone carrying on the parties back in the hotel rooms, gathering more complaints etc.

Bad Behaviour
The Outpatients clinic is complaining bitterly about the continuous stream of drunken tourists who clog up the emergency services and, especially, their behaviour towards the medical staff. Two of the nurses in attendance, Matilde Martínez and Montse Jiménez, explained that one of the major problems is that the ambulances are occupied with cases which are not really urgent, but people cannot be left to their own devices on the streets when they are drunk and incapable, which leads to serious delays for other patents who really need immediate attention. Matilde cited one case where a lady who had recently had a kidney transplant needed to be urgently transferred to the main Can Misses hospital for specialist treatment, but the ambulances were tied up and she had to wait almost two hours. The lady in question has lodged a formal complaint claiming the delay could have put her life in jeopardy.
Unfortunately most of the offenders are Brits, who become very aggressive when they have had a few drinks, picking fights with anyone who is not British, explained Matilde. A case in point was that of a young German, who needed twenty-two stitches after a glass was broken in his face, with the nurse claiming that this was not uncommon. A short while ago she was attacked while on duty at the clinic and only avoided injury because of the quick action of a security guard, who the centre has been forced to employ to ensure the safety of the personnel.

Eight security officers, employed by hotels and other establishments with tourist interests, continue to keep peace in the centre of the town between midnight and 7.00 o’clock in the morning which, unfortunately, is one of the most conflictive areas on the whole Island. Local Police officers do not patrol on foot and never seem to be available when problems arise. Last year there were forty businesses which maintained the four officers patrolling the streets but this year there are seventy and it is anticipated that others will become involved in ensuing years. Two of the businessmen who were the founders of the initiative, Javier Andón and Juanjo Planells, explained that they accept that the Local Police and the Guardia Civil are overwhelmed by the sheer volume of tourists who flock to the centre each night adding that they were very willing to collaborate with the private services. The operations centre is at the Yacht Club and it is only their members who may become associates. It was reiterated that they are attempting to register San Antonio as a tourist centre, which would allow the quota of police officers to be increased, as numbers permitted is based on the permanent residents in the town, which at the moment barely reaches the 20,000 mark.

Legislation regulating opening hours came into force at the end of last week and from now on all establishments must be closed by 5.00 o"clock in the morning instead of the previously permitted 6.00 o"clock, although it has caused much criticism from some of the proprietors of bars catering for night owls. The only exception to the rule is discotheques which will be allowed to continue until 6.00 o"clock outside of the West End area (Zone 2). Repeat offenders, or those who seriously flounce the law, could be handed a fine of up to 10,000€ and also have their licensing hours reduced for a certain amount of time in extreme cases. The Lady Mayor, Pepita Gutíerrez, is confident that the move will help to curtail the nocturnal activities in the West End which have been the cause of a multitude of problems in the past and have even threatened safety at times.

Does all this crime and fighting they want to stop happen between 5-6am in the westend? I've not taken notice to be honest. If it doesn't, then it's clearly a load of bull?
