where's that from? i don't believe it. they had announced it well in advance that tijs will play. so it couldn't be THAT last minute.

I'm joking, DLC has been rumoured to be known not to turn up at certain times. ;)

Moscow was like that when I moved here but it's gotten a lot better over the past 18 months or so... usually 2 good international visitors per month, plus another 4-8 mid-level and up-and-coming visiting Djs. Style may very, though straight-up house or trance are generally preferred (by slightly different audiences)
