Illegal Parties
In a meeting of all the Town Halls and the local police on Wednesday, there was agreement that new legislation was needed to stop the growing trend of illegal parties. Santa Eulalia and San Jose have been two of the municipalities to suffer most during the summer, with the Councillor for home affairs of San Jose, Paquita Ribas, claiming at least two parties a week were held in various properties in es Cubells, Cala Conta, Cala Tarida and Sa Carroca. She admitted to accompanying police to one of the parties while it was in full swing, and witnessing at first hand the ineffectiveness of the current powers police possess.
At the moment police do not have the right to enter a private house, and being unable to identify the owners or those who are renting the property, they are unable to do anything. She added that most people were aware of their rights and the police officers were being placed in an impossible situation. The mayor of Santa Eulalia, Vicent Mari, suggested that more communication between the municipalities was needed to try and stop the parties before they started. He claimed once they had begun they were nearly impossible to stop. He continued by explaining that most of the parties were advertised via word of mouth, giving officers the possibility of hearing about the gathering beforehand.

Club Crackdown
The Town Hall of San Jose announced their intention to ban "after hours" clubs and bars from next year, after a season marked by a rise in complaints from neighbours. The councillor for home affairs, Paquita Ribas, claimed things had spun out of control last weekend at the closing of Space, with the Town Hall receiving a record number of complaints due to noise levels. She explained there was little they could do this year, as they had only entered into power at the very beginning of the summer, but Ribas revealed that residents within the municipality would not have to suffer the same fate next year.
The municipality is currently using legislation from 1986, which has been described by Ribas as totally inadequate given the changes to Ibiza over the last 20 years. She revealed her administration would be changing the legislation substantially, and create far stricter rules. The Councillor said clubs would be forced to close at 6a.m. and would not be able to open again until 12p.m. This would avoid the situation which currently exists where both daytime and nighttime clubs are open in tandem, with clubs able to open their doors at 8a.m. San Jose is currently the only municipality on the island which has not placed a ban on "after hours" establishments. However this will change from next year, and Ribas said she expected to receive the full support of the Consell Insular.
 
cue many many 'evil clubbers' hanging around, chilling out, maybe getting some breakfast in town and waiting for the clock to strike 12

some guys don´t understand that they create much bigger problems
with stopping parties between 6am and 12pm -
instead of 2 or 3 places easy to control they force people to spread
around the island to 20 or 30 or more smaller parties which are
impossible to control !

if people take too many drugs or drink too much or both
there are ambulances outside of the clubs waiting to help immediately.
at the smaller private parties normally there is no help at all and
nobody wants to call an ambulance to avoid trouble ...
... so at the end of the season ibiza will be covered
with hidden rotten bodies lying around everywhere :-)

And they want to closes the clubs ... they are crazy ! They win to munch money from noise pollutions & all .... mouahahahahahahahahahahahahahahahahhahahahahahahaha

Intersting to see what they'll propose as I've heard rumours about trying to push through changes in the law to give police powers to enter properties (in this case, for parties). But surely this will be legally blanket legislation that will affect all Ibenicos, and I wonder how happy they are to give up their freedoms (to a point) in order to stop the 'scourge' of clubbers. I'd have thought that, if ther'es a vote on this, this will show a truer picture of the islanders' stance on the whole matter.

But, as has been noted in the past, it's funny how few quotes (if any) are ever actually from the public, but from the police/govt etc.

I guess this spells the end for things like the Cocoon and Monza afterparties, but other than that, is this really that big of a deal? For places like DC10, the terrace doesn't really get started until noon anyway, so I don't see how this is going to be bad news for them.

Not if they're 'birthday parties' in a villa it doesn't.
 
our top security bloke - bar - reckons that it will be very simple to change the existing legislation to allow police to enter private property where illegal birthday parties are taking place.

I would hope that any law change that enabled police to enter private property in a situation where there was no danger to person, property or sleeping patterns is resisted by all who value their privacy and freedom.

I'd have thought that it would have some distinct opposition from the Ibenicos and private villa owners. Either that or they'd have to be very very precise in terms of the wording. A blanket law would effectively give the police rights to enter any property though, and I know I'd vote against it if I lived on the island.

Anything precise would surely be open to abuse and interpretation. It'll be interesting to see how it works (or not) if they do try it, as I'd guess they've built a rod for their own back on this one.
