I think for non-essential travel countries will allow in those who can prove to be vaccinated. basically, why wouldn't they? But the bigger issue is what those people - mainly vaccinated tourists - can do on arrival? If the shops, bars, clubs are restricted or non-existant then what's the point of travel in the first place?I was thinking similar but more country based. Say uk vaccinated all at risk by april, but Spain is slower, they are going to be reluctant to allow unvaccinated tourists in.
So the not at high risk groups will want vaccinating too but that could take to late summer and beyond ?
So if they want tourism again in the short term, can they open enough facilities under more "normal" circimstances? If they can do that, would they get enough custom to justify openng? And as I alluded to above, we would then have an aparthied system of (a) those who can't yet have the vaccine being unable to fly and (b) locals not yet having the vaccine unable to use the openfacilities.
How long to get through the whole population and vaccine every adult that want it? 9 months? Less? More??
