My Mum bought one in England and didn't realise or think that it wouldn't work in Spain

Where can she purchase a Spanish chip card thing so she can use it in Spain?

Which version of tomtom has she got, is it on a PDA or a tomtom "Go". If its a "Go" which version is it?

Can't you just by additional maps online and then upload them to your device?

I have Tom Tom software in my cell phone/pda and I download the one set of maps that I've bothered to get so far...

I think if its on a PDA (like mine too) you can just download the maps. I think if its an all in one package you need to buy it on an SD card.
