from the ibiza sun:

Club Fined
The club, Amnesia, has been fined a total of €28,000 for failing to close on time a total of ten times during the summer of 2007. The Town Hall of San Antonio issued a total of eight fines of €3,000 each, and two of €2,000, to the popular club for failing to respect their official closing time. The club has to stop the music by 6a.m. and then has a total of one and a half hours to empty the premises. They failed to comply on at least ten occasions last year. The Councillor, Jose Ramon Serra Pilot, said they were not the only club or bar to be fined, but they had certainly collected the most.
Serra also confirmed his administration would be clamping down on dogs, classified as potentially dangerous, who were not fitted with a muzzle when in a public place. The law also states that they must be on a lead of no more than two metres at all times. It is also illegal for the animals to be in the care of anyone under the age of 18, or for any one person to have more than one of these animals. The fine for breaking any of these laws is €200.

 sant antoni will have a noise map with protected zones
"pilot explained that they want to keep as areas with zero noise places like sant mateu, sant rafel or corona while others will be more permissive, like the west end"
from the ibiza sun:

New Map
San Antonio is to have a "sound map" in its attempt to try and regulate noise levels within the municipality. Although the plan is still very much in the development stages, the Councillor for the Interior, Jose Ramon Serra Pilot, revealed that areas such as San Rafael and San Mateu, would have a zero tolerance policy, whereas the West End, for example, would be far more controlled. He claimed noise levels within the West End were already excessive, and the plan would introduce stricter controls with fines reaching €300,000 and closures of up to one year for extremely serious offences. The project was announced several weeks ago and various associations were asked for their input. So far just three have put forward proposals, including the bar association in the area. Pilot claimed the plans would be finished in about one month, and would then be put on public display. There would then be a designated time set in which people could make their suggestions or complaints about the project.
the "sound map" will be passed tomorrow.....

 san antonio will divide the municipality in 5 sound level areas
it will also help to avoid or fine illegal parties, specially the ones happening in the countryside. "maybe we cant enter because is a private house but we can do a medition and fine them" said pilot.

from tomorrow el ayoun, for example, is in the "slight noise area" category. the resident, ange cielo, already said the other day on the radio that this year they wont be able to do much parties and it will be (even more) lounge/restaurant orientated.....

A simple concept with a spectacular affect. Take a room full of clubbers, arm them all with a set of wireless headphones, have two separate DJ's broadcast to them live via two dedicated FM channels and watch the utterly surreal spectacle that unfolds. UTV Live Feature 14 September 2007
A mass of humanity, throwing moves, pulling shapes and singing along to what appears to everyone else to be... complete silence. Welcome to the hugely popular phenomenon that is, 'Headphone Disco'.
HISTORY
The idea has been around since the mid 90's when a group of French performance artists ran small scale installations at arts venues across Europe. In recent years thought it's been popularised through the rock festival circuit and more recently through club events which has seen it turn from conceptual art into a full scale clubbing phenomenon.

HOW IT WORKS
A typical event will work like this;
  1. Each party-goer receives a special pair of wireless headphones.
  2. Two DJ's play from the same booth offering a completely different soundtrack broadcast in FM.
  3. Party goers can toggle between the two DJ's via a frequency selector on their headsets.
  4. The club/event runs as normal with lights, smoke and, of course, dancing but with no sound coming from any external speakers.
  5. Clubbers can either throw on a headset and get into the groove or stand back and marvel at a load of people dancing and singing along to a DJ that only they can hear.

HEADPHONE DISCO
Headphone Disco is the UK's ONLY silent party experience combining the silent concept with a small pool of like-minded DJ's and some spectacular venue dressing and branding to create an amazing show. 2007 saw the gang play 122 shows in a variety of venues throughout the UK and, for the first time, internationally as Headphone Disco made it's debut in Reykjavic, Moscow, St Petersburg and Helsinki. Dates for 2008 are already filling up so if you're venue, event or party is looking for a truly unique form of entertainment provided by an established, reliable and recognized brand then allow Headphone Disco to tick your boxes.

"...
Noise Control

San Antonio is to create "a noise map" which, it is hoped,
will help control noise levels across the municipality.

The plan, which is set to be approved this week, will include six different classifications. The minimum volume permitted will be in areas classed as special interest or cultural areas, where levels of 50 decibels during the day and 40 decibels during the night will be authorized.
The maximum levels permitted will be alongside the dual carriageway and at special outdoor events where the levels must not exceed 75 decibels during the day and 70 at night.

Surprisingly the West End and the Sunset strip have been classified as noise tolerant areas, where levels must not exceed 60 decibels during the day and 55 decibels at night. This was described by some bar owners in the West End as excessively low and,
in reality, impossible to abide by.
Fines will range from €300 for the less serious offences
to €300,000 for the gravest misdemeanours.

The Councillor in charge of tourism within the municipal, Jose Ramon Serra Pilot,
said the changes would be important in controlling not only the normally busier areas
of town, but also the quiet residential areas, where this summer illegal parties
have been rife.
Until now the police have been powerless to stop illegal parties on private property.
At least now they will be able to fine the proprietor of the house,
which may act as some deterrent.

The sound levels that have been issued are a joke, it basically means you can't have music on and cars can't drive along the street!! How the hell can they turn somewhere like the west end into an area with pathetioc sound limits at the drop of a hat; there is going to be some heft fines given out in 2008 and alot if upset clubbers whne the music gets lowerd.......I can't see it being enforced everywhere and if it is the damage will be long term fiancially foe these venues.......

I think it's predominantly (hopefully) going to be used discretionally. It gives the authorities another string to their bow in the fight against anti-social bars/clubs/etc..

I think they also thought it necessary to have these powers in order to combat villa parties (which I think they think will become more common due to the new club closing times), as the law currently doesn't allow them in without the owner's permission or a warrant (I believe). An example of a law being created to close a loophole in another law, which would have been exploited because of a new law. What will come next, I wonder?

Maybe a requirement for us dj's to play some decent music, a la my own eclectic shock stylings? I'll have a chat with the mayor, see what I can do.

Last year in June even though 3 clubs were shut I didnt notice a change in the atmosphere so hopefully this year will be the same 8O

They were his henchmen, I think. A whole double-bluff thing going on. Keyser Söze has nothing on him.

Maybe he's actually a Bond-type operative, 'our man overseas' and all that (although whose man, is up for IPL-style auction - the other way). Maybe DJ stands for Dinner Jacket.

didnt an ibiza publication have interviews with some of mayors and tourism ministers over the past few months ?
