Significa que la nueva version de los foros tiene muchas nuevas opciones y te pone una dirección web para que vayas a ver algunas de las opciones más buenas.

que cuando te registras te mandan un mail de confirmacion a tu correo , y que lo revises por si tienes algun filtro anti-spam en tu cuenta de correo y no te llega
