Yes, garden/balcony is only for VIP/balcony VIP now I think. You can enter with the balcony ticket trough the garden entrance, the one next to the VIP table entrance

All events I saw/checked yes! Don't know if there are exceptions but this seems to be the rule now
 
I had a regular ticket to Pacha on Saturday.

There was a small balcony that we were on for a lot of the night, going up the stairs by the bar on the right of the dance floor (looking at the DJ)

Also had access to the terrace from there.

We also went out to the garden with no issues.

It did change. If the part that is described is what I think it is, it is literally a few meters of the whole balcony, the rest is closed of for general access with a guard scanning a wristband you get when entering trough the garden with the balcony ticket

It happens one time and they will not see me again. At some time you have to pay for the toilet ( 20 Euro ). Enough is enough.

What about if you drive a bit further round/up and do the short hike for the eye of es Vedra? Is that closed or fenced off too? Not one I’ve done before but one I was hoping to this year.
