My only logical assumption is that the free guestlist period has an end point, so if you want to go and not pay, it's best to sign-up soon

However, even if you are on the guest list, it is no guarantee that you will get in. It depends on whether there is a private party inside.

they are hotels and have a different licence than a beach club.

hang on, o beach isn't a hotel, but AFAIK has a café concierto licence. and old bora bora used to have this too actually so I guess playa soleil are in the clear and CAN charge entry.
