Mine says "FULLY FILLED BLACK BINLINERS ONLY" or summin like that. I just fill old carrier bags with enpty cans (after the weekend) etc and chuck em in.
Ours are always full.
In fact, one ripped open in the lift the other day. It was like a sketch from Laurel and Hardy trying to pick it all up
