I was a super-moderator on a BBS a while back and I didn't have access to PMs at all. At least on that system, they were completely private.
 
stuie, now departed, told me once that they can't be seen.

stephen eluded to, in the top posters thread, the fact that he can see how many people send and receive tho. is it not in the rules section?
 
I suppose it's down the the integrity of the moderator.

You've got to ask the question why they would want to, or what reason could they have to justify peeking.

But i imagine they could if they had the inclination.
