There's a better site that explains how it works, but I've not got it bookmarked on my work computer.
You use one of several programs: PPLive , PPstream , Sopcast or TvAnts. All are Chinese-made but the PPLive site does have an English version.
It's like using BitTorrent, only your doing it with TV streams instead of pirate files. I watched a game on it once on my desktop at home, but last time I tried it on my laptop and it kept freaking out my WiFi router. In general, though, if you get it working it's pretty cool.
