the way I understand it is this (and I might be wrong - this is no confirmed statement/info!), CS basically does have the necessary licence to hold events like they do. BUT even they have to abide to the rules - which means they have to respect the opening hours and the sound limits. on both carola afterparties there were complaints because of too loud music volume. the venue did not have a sound limiter and that was one of the conditions so they could continue doing events. then they did the luciano thing, there was no sound limiter - venue sealed, simple as that. the same thing actually happened to destino last year at their nicolas jaar gig, but as things go slow here, they were only 'punished' for their closing party which happened after the cocoon closing afters (it had nothing to do with the cocoon afters even though many people think so).
