Cloths to wear when its raining and/or windy?

Can i wear short (=not so warm) cloths when its raining and/or windy during this time of the year?

And are the tempratures still high on those occasions, or does the weather gets cold?

When I go in September I take exact same clothes as I'd take in june or July but I just take a couple of sweatshirts/hooded tops and a denim jacket as well.
