Bad news if you're receiving guests in Spain

in addition, non res owners can only allow guest to stay if they have a rental license so in theory my wife can't stay in her mother's studio apartment.

residents in Spain now have to pay approx 100€ per guest received from UK or other non-EU

It's just an inevitable consequence of the fight against illegal rentals. Especially when having friends (not relatives) stay at your place, distinguishing it from an illegal rental is very very tricky.

But I suppose you can just make a cancelable hotel reservation, use it to cross the border, then cancel the reservation and stay where you intended to stay, so in practice, it is a non-issue?

yes, that's what I've suggested to our visitors. Just hope the border doesn't do a spot check, calling the hotel to verify (wild as that sounds)
