in the meeting a few measures have been established to regulate an activity that has enjoyed a legal loophole until now (.....), that could involve the prohibition to these boats to moor in the different ports of the island

Any idea where else they'd have to moor? Surely that'd effectively kill off quite alot of the boat parties?

followed by ZERO action at all (f.e. this year´s silly westend´s "topless"-ban,

Party Boats


It was agreed last week that the regulations governing boat cruises
need to be tightened, with regard to
- the maximum number of passengers they may carry,
- the volume of the music
- and the prohibition of mooring in certain coastal waters.

The representatives of the various organizations present at a meeting to discuss the matter
agreed that it is a problem which is increasing and the organizers who encourage the passengers
to drink as much as they like and let their hair down are creating a high level of risk
for the participants.

All the companies which run excursions of this nature are obliged to declare their activities,
but of the thirteen "party boats', only three have actually registered with the authorities.
If the proprietors continue to flaunt the laws, then not only will they have to pay a hefty fine,
but in extreme cases would also have their permission to moor in the harbour revoked.

It was only a couple of weeks ago that 21 year old Stefan Schauer died
when returning from Formentera on one of these trips.
The Austrian was reported to have consumed a considerable amount of alcohol
and some form of narcotic which resulted in his untimely death.

It doesn't seem unreasonable to me that they would want to gain some semblance of control over what's going on with the boat parties.

However, we'll see what's what when they actually get to setting and implementing regulations...

First actions of Government and Formentera against 'boat parties'

Two technicians from the Directorate General of Ports and Aeroports yesterday moved to Ibiza
in order to carry out the first inspections at ports of Eivissa and Sant Antoni
to control that ships have parties at sea compliant marking the Shipping Act.
In this sense, the law marks that must be communicated in advance to the general direction
all maritime activity involving passenger.
... In this first inspection, technicians found that there were a total of seven vessels
in the two ports, namely, three and four in Ibiza Sant Antoni, but ultimately could only
open five minutes located the boat because the two remaining pattern.

Stricter Controls
The GEN Nature Group has directed its attention to the proliferation of what are known as "party boats", which it claims cause a lot of noise and are harmful to the environment. The group maintains that these floating discotheques are not controlled sufficiently and asked the authorities for stricter regulations to be put into practice, to avoid cases similar to the accident which caused a young man to lose his life last year. "With the powerful music equipment which is played at extremely high volumes, these activities are absolutely incompatible with the protection of areas which have been designated as such". So far this year, although promises to control the activity have been made, nothing concrete has been put in motion.

today DDI includes an article with this title: "boat parties: a west end in the sea" (!). among other mistakes, it says one of them is directly related to dc10...

Party Boats
New regulations are being considered to control the so-called "Party Boats", which offer youngsters the opportunity to party aboard boats, in the main catamarans, whilst drinking/dancing the afternoon and evening away. Companies wishing to operate these "floating discotheques" are required to apply for permission and then agree to inspections being carried out. Failure to do so could results in the licence being annulled and the boats remaining in the harbour. The Govern has identified 34 companies throughout the Balearics, and all but one have presented documents, although only one had everything in order.
Over the last few years the increase in this form of activity has increased substantially, and the authorities believe it is now time to act in order to regulate this sector.
