Undo, I spoke to my friend and this is what he had to say:

"that song is using a sample used many times in many songs but the version I have is KC Flight vs. Funky J - Voices. The version on the video is something i've never heard."

The track is..

Voices by One Track Minds. I think its the original mix and was available on a defected compilation if you cant find the original single.

It's by The police and it called voices, it's from 1995 though & was on AMM try at htfr.com sure it's the Roger Sanchez mix but could be the copyright mix of one track mind (they're virtually the same)
