Talamanca

Does anyone know what the "Plan of Excellence" for Talamanca is ?
I read about it in this weeks Ibiza Sun.

according to today's papers the plan hinges around a new parking area. there is as yet no agreement with the owner of the land it will be on, hence the delay in carrying it out. there will be a wooden boardwalk alonside the road, some wooden structures housing facilities connected with the beach and they're going to stick a few more plants in.

all exciting stuff.
