Depends what beach, Outside Kanya you can stay there all day if you buy a couple of drinks, its waitress service too.

A nice cold bottle of water or San Miguel isnt that much during the day either.
 
we were outside cafe mambo on the loungers last year and didnt have to pay anything, we did buy a few drinks from the bar though.

Same here but its a total scandal as i believe a vodka and lemonde was €7.50 so i think that more than enough pays for a lounger!
