Has anyone had dealings with the Consul de Ibiza with regard to starting a buisness in Ibiza. Particularly one that would need a concession or agreement from them. As a non dom how do they react?

I want to start the first domestic 'bin man' refuse collector type service in the campo.
Of course I don't want to be a bin man but I would need assurances from the consul before making a substantial dustbin lorry investment. Anyone had dealings like this with the consul.
