Hi, is it just the person who bought the tickets that needs photo id?

I purchased them for my partner and I, but I'm the only one with a uk driving licence (does this count).

Yes, just the person who bought them & driving license is fine.
Partner will need ID if they look underage but I'm guessing that's not the case
