Before you can count this as vindicating or faulting the UK (or any country), you first have to account for differences in the levels of reporting in each country. There's lots of watchdog groups in the States so more sites could go reported.
Most importantly, the location where a site is hosted has little to do with its origin. A website could be hosted in US but set up entirely from the UK or elsewhere. There's just a lot of hosting services in the States and they're dirt cheap.
