A minute ago a pop-up appeared on my screen saying a virus had wipe my pop-up blocker and offering a windows patch to fix. I assumed this to be rubbish and carried on.

However, when I use the quote function on DSI it usual props my laptop to ask for permission. Just used and it didn't. Have I got a virus?

You may have allowed it to do it. Just run your virus scan, it will sort it out. Those pop ups are just trying to sell software to you.
