Busted by the police

Does anybody know what procedure the police - GuardiaCivil - follow after confiscating small quantities of drugs? A month ago or so, a friend gave them her stuff (before they even started searching her) and they made her sign a form with her personal details but then let her go without charging or saying anthing. Is this meant to be a caution? Should she expect a fine? Do they normally write to you later? Thank you. AA

I actually wouldn't be surprised if they take them or sell them on themselves.

My friend had that same thing happen to him a few years ago, and nothing came of it (he only had a couple). He was very scared when he went back the next year though, he thought his name would be black listed and he wouldnt be able to get through spanish passport control
