Another Photoshop question...please !

I am trying to put one image on top of another.
I have a T. Shirt design and several bits to put on the image of the T. Shirt to see what it looks like.
I assume I do with layers....but how do I do that.

- open layer palette
- make sure you have that layer selected
- do what you need to do
 
Thanks, but I don't think that you understand my lack of knowledge regarding photoshop.
I'm having trouble even creating the layers as each time I try to make a new one the original one disappears.
How do I get all the required photos onto the pallette?
