Who created this track? ...

This track i remember hearing in 2000 when it came out, ever since i have always heard it on the radio, but whenever i ask anyone if they know who created it or what the title of the song is so i can buy it, they simply dont know!...

And of course the track was sampled for Watergate - Heart of Asia in 2000
