Tanning at 18-22 Degrees

No correlation at all, me thinks. How many people have you seen come back from skiing with red outlines around where their goggles were? 
The question is, will the sun be intense enough. If you're talking about northern hemisphere, I believe the answer would still be no unless you're at high altitude.

None, as Morbyd says... Is dependant on position of sun at any given place you are trying to tan, time of year, etc...

i'm northern hemisphere and the sun has been beating down on my face for the last 2 hours and i'm feeling pretty toastie...8)

Nah, I had mate make a right prawn of himself with tinted moisturiser once and it put me off such things for life!

Find yourself a nice rooftop sundeck... might catch a few rays that way.

You might catch some, be better then none like over here!
of course you can - you can tan at any temperature as long as the sun's uv is strong enough - you can also tan on hazy slightly cloudy days

It's bloody cold in Vegas in the winter/spring even when it is sunny. Clear skies mean you tan well though.
