are they real with all these ridiculously high fines ??
or are they just blabla to keep the "public" quiet - and actually nobody never ever has to pay the fines ?

and what about the fines from mambobrothers' beachparty ?
 
different cases:
- the mambo group gets along very well with the san antonio council, who are very tolerant with noise
- the guy who did the party in the old military building is a nobody and santa eulalia are much less tolerant (think of plan be)

i suppose that guy won't pay the 75.000 euros fine so his "cultural" project in that cool location won't happen...
